The study evaluates Horizon 2020's contribution to excellent science across the Framework Programme. It focuses on activities under Pillar 1, "Excellent Science" (i.e., European Research Council (ERC), Marie Skłodowska-Curie Actions (MSCA), European Research Infrastructures (INFRA), and "Future and Emerging Technologies (FET)"), as well as the horizontal programme areas "Spreading Excellence and Widening Participation (SEWP)" and "Science with and for Society (SwafS)".

The MSCA performed very well in all areas examined and is the programme that achieves most of its set goals. They furthermore have the highest third-country participation of all programmes of Horizon 2020. In addition, the openness of the MSCA and the structuring effect on, e.g., gender aspects and internationalisation is positively emphasised.
